These instructions explain how to update the 2016 Substance Abuse and Mental Health Services Administration (SAMHSA) Serious Mental Illness (SMI) and Serious Emotional Disturbances (SED) estimates. This includes obtaining the latest population data by state from the U.S. Census Bureau as well as the calculations and methodology necessary to create updated estimates.
